roughly 17.5 inches

why?

when was this decided

why not 15 or 18 inches

The mass is a function of volume and density. The plates are short cylinders and are gripped along the height of the cylinder. The limitation is average hand gripability. Once you set the height of a cylinder to be grippable the crosssectional area is forced to be what it is.

More dense plates could be smaller and still grippable. But cost, manufacturing ability, safety, appeal are factors too

Not all plates have the same diameter, in my home gym I got 45's of different sizes.
