Only games on my PC that don't stutter are Xbox games

Stuff like Halo, Forza and Gear don't stutter at all but every other games does. Is Xbox the only company that optimizes their games?

I don't have this issue

Last time I tried to play fh5 after a long hiatus it kept crashing on startup, I looked it up online and it was a giant common problem for people so I just shut it off, went back to assetto, and that was the last I tried to play fh5.

I get an occasional shut down but it's rare. These stutters are are non stop on non xbox games. I'm completely resetting my pc because it might be something with windows 11 updates or the fact I switched from nvidia to amd.
