It's still all civil. There has been zero criminal charges filed yet, seems like the whole case is hearsay and they're trying to find concrete evidence to make things stick before producing charges. Will that ever come? Maybe. None of those photos for example actually prove the woman are underaged or the guy was raped, he could have been into bondage. They need further info to confirm things.
