My apartment complex is charging $100 fines for leaving trash outside designated time

We have valet trash service (which you can’t opt out of) for $25/mo, we leave our trash cans in front of the door and someone empties them. I just saw this email saying they’re going to start charging fines for trash cans left outside of designated times. (5-7pm)

I usually don’t get home from work until after 7 so I guess I’m fukked

Is this even legal if it’s not in the lease?
