This is misleading. There was a furore about a US court doing a similar thing a while ago, and typical right-wing idiots squealed because they thought there was some massive paedo conspiracy or some such nonsense.
It's just the law keeping up with technology. It's a good thing. Producing and disseminating child porn is still illegal obviously. But what this law means is that you can't be charged simply because it is there on your computer in some form like a cached image.
It's meant to protect people who unintentionally come across it and then have it stuck in their cache. Without a law like this, someone could spam the misc with CP and we could all be charged because of it. Obviously, if there is evidence that you're conscientiously trying to procure CP, like storing downloaded stuff on your comp or paying for it etc. your ass is grass.
In b4 this analysis is ignored and someone goes " oh no guiz doodhy is teh peedo".

Probably because they're having issues with 1.5 billion ****** in their country, if only 1% have CP, it's still enough to oversaturate the prison system.
