Is money scarce?
When people say "Politicians sold their own people out for foreign money", does it mean exactly what it says? Aren't these people already fairly wealthy? They actually sold out the country out of greed? Or is there a deeper motive?

Aren't they usually referring to things like business deals with foreign companies/investors? Or letting a foreign entity investin/buy up something domestic etc?
