An optimist would say they are pushing the limits of human performance and allowing an avenue for people to compete without having to pose as a "clean" athlete.

A cynic would say this is a sleazy lawyer looking to get rich by encouraging washed up and second-rate athetes to destroy their body with drugs in a race to the bottom.
