Pick a random number in the 10 millions. Pick another roughly half that. As rough as you like.

Calculate the decimal ratio.

e.g. 10,938,476 and 4,154,874

4,154,874 / 10,938,476 = 37.98403 %

In Venezuela the large arbitrary numbers which were the vote counts (at 80% counted) somehow produced ratios with clean decimal components; essentially ending at the second decimal. It's as if they started with percentages they wanted to see and then came up with counts which produced those. As if.
On Sunday night, more than 6 hours after ballots were supposed to close, the President of the National Electoral Commission announced the winner of the election: “With 80% of the votes counted, and a strong and irreversible trend, here are the official results of today’s vote…”
