AC in my hotel is trash, what do?

Got it set to 66F (the lowest setting) it makes noise but barely any cold pumps out. The window doesn't even open because of soyicidecels, but there's a sticker on the unopenable window saying 'This window doesn't open but don't worry, the air con maintains a refreshing breeze' No it fkin doesnt. Soaking my sheets in man musk sweat so had a cold shower which helped for 5 minutes now I'm sweating again.
Any remedies? I'm on the 8th floor.
