What Happened with Stallone/Winkler 'Parasite' comments re: Drago spin off?

About 18 months ago Stallone publicly attacked the old geazer Winkler and his 'talentless' son because they held the rights to Rocky 40 years on and were planning to exploit the Drago character with another spin off - without Stallones involvement.

Heard absolutely nothing since then.

What happened? I know Stallone isn't getting the rights.
Is the Drago spin off still happening?

I doubt it. Even tho Stallone doesn't have the rights to it I can't imagine any studio would want to finance it if Stallone isn't involved. It seems kind of pointless, like making a Terminator spin-off without Arnold....hmm..
