I can’t speak for others ,but although I don’t drink often, when I do drink it’s anywhere from 15 to 45 drinks a night.
And yes I swear my penor has gotten smaller every year , and it actually seems to go into hiding even more when I’m drinking .
Actually no word of a lie it becomes an inny , which is frustrating for me because I make a mess as I piss all over the place

It's probably a circulation issue more than anything or u just have a small D in which case get over it.

Don't know about alcohol, but with some party drugs in the 90's it seemed like a temporary thing that could happen. Could have just been f'd up though. Don't think any serious research has gone into this, but what do I know.
