skipped thru to the shooting and it looks like the guy was reaching for something
however in the school all the kids who wanted to be cops were bullied with something clearly wrong with them, this cop was probably just another one of those kids
who's now in a position of power and it goes to his head.
he could have cuffed him straight away instead of toying with him and that would have prevented the murder.

victim was clearly drunk if he was in a clear state of mind he would't have reached for something. His mechanics were altered.
