Not necessarily true. I've been stopped at a stoplight halting the flow of traffic for a single car to turn out of a plaza more often than not than when if there was no light the car just had to wait a mere 10 seconds, go to the middle, wait 10 seconds and go. Based on personal experience. I think stoplights are very very very inefficient but it would be difficult to make a transition to a totally different style of roadway that requires people to be more more attentive, react quickly and go with the flow. I find the style of traffic in America (both how people drive and the infrastructure itself) to be rudimentary and counterflowing
