I'm sort of considering starting a misc refugee forum. I have owned about 4 different phpBB and 1 vBulletin forums. Like 3 different wrestling forums, 1 hockey forum and 1 MJ forum. They all failed after reaching around 200 members and people stopped posting lol.

If enough people want me to create one I will, but I don't want to make it just for it to die after a few weeks. It'd have to be a scenario the misc actually is shut down I'd do it

1. The butthole troll is the only troll I acknowledge simply because his combination of persistance and topic is baffling.

2. Other than him I don't acknowledge certain posts/topics with any real consistency, which is why I disagree with your second point. Let people post what they want in their own threads. Racism is an obvious enough trope that you can discern it even in more subtle thread titles, or simply look at the op name and know what the thread is going to be about.

Simply don't click on it. The actual problem is people that turn every thread into either a race thread or an e-fight. **** gets boring.

Sometimes I look at the first page, see that 75% of threads will contain one or both of these things and I close misc and listen to a podcast instead.

Only thing that will make these things less severe is the golden rule of the internet: don't feed the trolls. That seems impossible here, but the reason I avg less than 3 posts a day over 8 years is because I am really good at keeping to this rule.
The closer we approach the uncertainty of life's ending the more we wish to trade all of the things we have acquired in exchange for all of the things we have lost: wealth for youth, knowledge for fresh curiosity, resignation for hope. We'd trade our wisdom for new experiences, but it is wisdom that will teach us that at the end of the road the only new experience is death.

Some have tried to make a refugee forum a few times, but they never really lasted because Misc always came back. If Misc and the forums do go down, you would need to make results come up easily in a Google search for the replacement.
