Not seeing Jeff as a clear loser here - other two look way more anabolic than he does, their shoulders don't fit "physique" building. And Jeff had a better V-taper.

agreed with your assessment. Jeff may not be the largest in terms of muscularity but his proportions/insertions are top notch which allows him to stand next to a guy 20lbs heavier and not look any smaller. The illusion his proportions create is really the key to this category and an overall aesthetically pleasing physique. Not to mention in the pic you quoted, he's hitting the pose MUCH MUCH better than the other 2 guys.
