Where did I state buying a class 1 would prevent him from being banned? I didn't state that it was banned solely because it had a throttle. It's banned like you said because it's an e-bike. Currently they just ban all e-bikes without regard to classification.
In the future they may allow a particular of class e-bikes to be permitted. It is that case in certain parts of the world already.

He can't ride anywhere a bike can go, that's my whole point. Certain places just don't allow it and there's no uniformity in the law which makes compliance difficult. If I want to ride an e-bike in certain spots then I need to check with those particular agencies. Certain CA beaches don't allow them and just because other beaches do means nothing. CA lacks uniformity and even explicitly signage so it becomes hard to abide by these laws. I don't know if that's the intent of the state but it makes those who want an to ride an e-bike rather difficult. We clearly missed each other's point in that e-bikes are banned in some areas and in others they are treated just like a regular bicycle.
