For women
Gorgeousness of youth probably 18-22 (look but don't touch 16+)
Sexiness of self-awareness probably 25-35
Driven rampant needs and skillz probably 40+
(depending on when children grow out of annoying dependency)

For men: not before early to mid 30s (rarely late 20s) but honestly think 40 plus men prime sexy territory so long as they aren't the average got fat, got bald, got complacent) ...more self control, more knowledge of self, less posturing to prove and just being

There are outliers of course

Prime glow obviously is around 18. College freshman are sloot machines. Prime sexually is late 20's if they stay in shape and don't party too hard.
