Everyone joins the team, but the bad ones become stand-by-players. This way the team could still be competitive. The less athletic girls get to train cheerleading and will eventually become good enough, if they work hard, and the choreography is not ruined if one girl sprains an ankle.

Not true bro. Most cheer programs split their time between sideline cheer (as you mentioned) and competition cheer. No one sits out for competition cheer so having an unqualified participant could lead to injury. Hell they get injured enough with the girls that are qualified.
Source: Both of my girls have been in competitive cheer for 4 years.
