I agree it's inappropriate to do in uniform. But only because it 'looks bad' if someone sees, which they did. I don't think it's *actually* inappropriate in any way.

They're also trying to make it sound illegal, and it's not. Anything that is visible in a public place may be legally photographed. The fact that she was "unaware" is irrelevant, she was more than aware that her arse was visible to everyone. It's a public place.
