I'm not advocating for a metaphysical kind of morality, but imagine this: on the land that you own, would you want to say, do nothing to make sure that the earth there is wholesome and sustained? Wouldn't it be nice to limit GMO manipulation which creates extra sweetness in corn but removes many of the healthy elements in them? Wouldn't it be nice if our kids didn't have to worry that much about mercury in fish, or heavily polluted lakes and oceans?
Wouldn't it be great if many of the large oil tankers in this world (especially Iran's) were flagged by country registries that demanded certain things in terms of pollution, ensuring lack thereof, and go after illicit ship to ship transfers that spill crude oil or refined fuel (Jet A1) into the sea?
Looking at it simply from one aspect (future generations), there are lots of things humans can do, and perhaps should have been forced to do (i.e., China right now, Brazil and India too) in terms of taking care of this planet.
Humans are too flawed, per my post, to get it right. That's why you see New Yorkers walking down the street thinking it's cool to empty their pockets (lint, old receipts) and simply dump them on the floor as they walk around. They must think it is "cool" or that they are "entitled" somehow to treat the city like chit.
I don't think so. But humanity as a whole is far too selfish to even consider something as basic as keeping the world nice enough for their children.

If we keep placating the people here, it's just going to get worse.
If you want that utopia that you painted, we're going to need to make serious evolutionary changes to the species before then or drastically reduce the overall numbers to a level that's more manageable.

This would have the added benefit of creating a healthier population on top of reducing frivolous spending of taxpayer funds.

You have this notion that if the opportunity is available people will jump on it. That is demonstrably false. These communities have embedded within them cultures that will choose a life of “poverty” if it means not working over a life of working. We need to fight it from both ends.

The more tricky one is the international situation. How can we make Brazil, India and China (especially the latter) comply with any real form of international law? They'll just sit across the room from you and "Deny, deny, deny" like Russia does.
At this point it becomes a choice between going: "fu*k it" (and following suit) or "doing what we can" - of primary benefit to our State, and I'm in the latter camp. Without this impacting much on our competitive advantage situation, to be sure.
