I think attacks during war do not require mutual consent. They surrendered.

Also, those barely registered in terms of attacks on japan during the war. We more or less categorize those weapons in a more serious category today.

Actually the American government has never had an imperial/conqueroring strategy.

If they did places like Japan, Germany, Afghanistan, Iraq, etc. would no longer exist. They would be under American rule.
