It's a sign that he is on blood thinners. May be due to high blood pressure.

My dad was on them. He would just bump his arm and a huge bruise would occur. Not saying Mitch didn't take a spill, 'cause it does look like that on his face. Could have been taken to the ER and the bruised hands are from the IV.
