Yep, he's right.

Confidence and charm go a long way too. Out of all of my high school friends, the one who pulled the most was average looking, 5'11" and maybe 130lb soaking wet. He was, however, full of confidence and had no problem pulling girls. This continued through to his 20s when he met his gorgeous wife.

My wife's ex boyfriend was tall and skinny and so was I when we started dating (I only started lifting when I was 34). Different girls have different types. Some like muscular guys, others prefer a slimmer physique. On average, the pic you posted would be very attractive to most women IMO.
