That doesn't look like mutilation. It looks like a color change. Manatee scars are white or light gray. If it is fresh it should be reddish.

As above poster says it looks like algae was scraped off.

The state of Florida has also established regulatory speed zones to protect the manatee and its habitat. The zones are located where manatees live or travel regularly or seasonally.

Anyone convicted of violating state law faces maximum fines of $500 and/or imprisonment of up to 60 days. Conviction for violating federal protection laws is punishable by fines up to $100,000 and/or one year in prison.

No, it’s illegal, period, if you want to “help” you notify the coast guard or fwc. Feel free to go on FWC website to further learn.

boat propellers do the most damage to these animals, hell the one with the algae scrped from it did even appear to have propeller scars like most of them do
