You gotta understand there is a difference between adopting a child and being a foster parent. Fostering is temporary and you are just helping the child along until the actual parents get their crap together or a permanent adoptive home is found. So it really is more tragic than it even seems on the surface as this was just a landing spot for the poor girl (and just some extra income for the scum that killed her)

I think it was the adopting parents who killed her, not the foster parents. The article says the foster parents were crushed.
