Different standards of insulation for different climates.

My brother claims that our house doesn't have any insulation in the exterior walls. I'm not sure if it is true since I thought the house was built in 1983.

Hot climates: Zones 1-2Zones 1-2 include the hottest areas in the U.S., covering most of Florida and a band west to central Texas, as well as southern Arizona and the Imperial Valley of extreme southeastern California.
Here, I recommend a 3-5-10-20-60 rule: R-3 windows, R-5 under slabs and for any below-grade foundation walls, R-10 for above-grade foundation walls and slab perimeter (full foundations are rare in these climates), R-20 for above-ground walls, and R-60 for attics.
Homes built in TX prior to 1980 may not have any insulation in the exterior walls.
Building codes vary by state, for example Michigan changed their building codes in 1970 to start insulating exterior walls, and have updated those codes to require even more R-value over the years. Texas changed their insulation codes in 1980, California in 1978.

1. Are pipes routed through the attic due to houses not having basements/crawlspaces?
2. Do alot of people use heat tape on their pipes that are exposed to cold or is it just such an anomaly that no one would've thought of that?

I’m thinking this is a fire line since the fire alarm is going off. If its an apartment complex they would have to turn it off.
I mean do people have fire alarms in their houses in texas or something
