Regarding the minimum wage, I don't think making it a living wage will cause the doomsday effect you are predicting. I do think $15 is a bit high for some of the more rural poverty states like yours. I know about the theoretical cases for and against the minimum wage. And I've also read some of the emprical studies on it. It isn't nearly as bad as people think it is. Most economists will tell you now that having a minimal wage isn't as awful as people originally thought. There may even be room for it to be a living wage, and that may actually help our economy depending on where we set it. Setting it too high can really hurt the economy and have the expected consequences of job losses and stifled growth, but not having one presents an ethical issue as well as perhaps being less efficient than having some wage. As I said, there is likely a sweet spot. I'll also point out that if it was ok before, then since it hasn't kept up with inflation, it certainly ought to be ok to raise it somewhat now, don't you think?
