This is from before the election during the primary. It's just the lighting. They keep the subjects lit up and in the shot, while the background is darker and fades in. Essentially there's lights under their feet that shine on them and not the background. Gives you a better focus on who's conducting the interview, while still keeping some of the background detail. Notice how light Biden and the interviewer are, opposed to those in the background. Only way to achieve that is a light pointing upwards, thus creating the weird shadow.

I watched the video. It’s definitely a shadow from his collar. Weird lighting. It’s like they have the lighting below them. The interviewer had it sometimes too. Probably less to no makeup on his neck as well so makes it look even more pronounced.

I saw a video where he had a mask on and it was slipping (covid 19 facial mask) and as it was slipping you could see his nose bending to the right as if there was no bone in it. Def a dude wearing a mask pretending to be him. There are some really convincing mask makers out there. There's a video with the pope pulling on his nose and it stretches out. Def imposters.

For real though, that's what it was. Looks like they used low lights coming at them at an almost upward angle -- which is why his face so white, and why his collar is blocking the light.
