It's not empty though. Watch the vid and you can see movement from the drivers seat throughout it all happening. at the very end of the clip you see the driver leaning away from the cinderblock being thrown. if he got out of the car he would've been beat to chit or killed by the sub human garbage.

Yea, let's suppose the guy in the car actually shot the black guy. He would get the book thrown at him by the courts, plus the media potentially turning him into public enemy number 1. That's why most people just sit there quietly and take it when stuff like this happens.
