Although the Chinese government has not singled out any particular company, a nationwide consumer boycott against foreign brands – including H&M, Nike, Adidas and Burberry – is sweeping the country in response to their previous statements about refusing to use Xinjiang cotton. Nike and Adidas, which have been growing rapidly in China, had said previously that they do not source products or yarn from the Xinjiang region.
On Monday morning, Nike and Adidas apps on Huawei’s app store were not available to download, with search results for the two brands on Huawei phones greyed out. Huawei did not immediately reply to a request for comment.
Separately, a number of celebrities, including Hong Kong Canto-pop star Eason Chan, have publicly cut their ties with the sportswear giants.
However, the boycott has not affected their sales in China. As of Monday, the brands could still be found on major Chinese e-commerce platforms such as Taobao, JD.com and Pinduoduo, and consumer demand remains high.

Biden’s infrastructure plan includes billions to develop emerging tech the military needs
WASHINGTON — President Joe Biden’s infrastructure plan released Wednesday calls for $180 billion in new research and development spending on emerging technologies expected to define the coming decades and drive military innovation.
The American Jobs Plan, which would total $2 trillion in new spending over a decade through corporate tax increases, addresses concerns that a lack of federal investment in research and development risks the U.S. seceding the position of the world’s top technological innovator to China. Leading the world in technology is “critical to both our future economic competitiveness and our national security,” Biden’s plan stated.
If Congress accepts the proposal, the government would try to counter China by pushing billions into emerging technologies — including quantum computing, artificial intelligence and microelectronics — that underpin weapon systems and will help the Pentagon compete in increasingly digital battlefields.
“Investing $180 billion in R&D across the federal government and civilian agencies would be a significant down payment on the future of innovation at a time when federal R&D is its lowest in decades as a percentage of GDP,” Tony Samp, senior policy adviser on artificial intelligence and defense for law firm DLA Piper, told C4ISRNET. “And when game-changing technologies touch so many sectors of the economy, there are certainly ancillary benefits to this kind of civilian investment to national security and the Department of Defense.”
The plan calls for a $50 billion investment in the National Science Foundation, where the Biden administration wants to create a new technology directorate to “collaborate with and build on existing programs across the government.” The directorate would focus on semiconductors, advanced computing, advanced energy technologies and biotechnologies. The proposal is half of the $100 billion plan introduced by Senate Majority Leader Chuck Schumer, D-N.Y., for a similar NSF technology directorate.
Biden also calls for a $40 billion investment in upgrading research labs across the country, “including brick-and-mortar facilities and computing capabilities and networks.” Some of the funds would be allocated across the federal R&D agencies. Half the money would be reserved for Historically Black Colleges and Universities and other minority-serving institutions, a core aspect of Biden’s plan to provide new opportunities to underserved communities. The U.S. Department of Defense also recently opened a networking center of excellence at the University of California, Riverside, as part of its Historically Black Colleges and Universities and Minority-Serving Institutions Research and Education Program.

The Philippines defence minister on Sunday accused Beijing of planning to occupy more "features" in the disputed South China Sea, in an escalating war of words over Chinese vessels in the waters.
China claims almost the entirety of the resource-rich sea and has asserted its stance by building up small shoals and reefs into military bases with airstrips and port facilities.
Taiwan, Vietnam, the Philippines, Malaysia and Brunei all have rival claims to the waters, which incorporate strategically crucial shipping lanes and could harbour oil and gas deposits.
A fleet of more than 200 Chinese ships that sparked a diplomatic row last month after parking at Whitsun Reef off the Philippines is now scattered across the contested Spratly Islands.
Manila has called on Beijing to withdraw the "maritime militia" vessels from the area, saying their presence is unlawful.
China has refused, insisting they are fishing boats and are allowed to operate there.
But Defence Secretary Delfin Lorenzana said the vessels were there for other reasons.
"The continued presence of Chinese maritime militias in the area reveals their intent to further occupy features in the West Philippine Sea," he said.
Lorenzana pointed to China's seizure of the Philippine-claimed Scarborough Shoal and Mischief Reef as previous examples of them "brazenly violating" his country's sovereignty.
On Saturday, the outspoken Lorenzana rejected China's claims that the boats parked at Whitsun Reef -- and where dozens remained last week -- had been seeking shelter from bad weather.
"I am no fool. The weather has been good so far, so they have no other reason to stay there," he said.
"Get out of there."
The Chinese embassy in Manila called Lorenzana's statement "perplexing" and urged authorities to avoid "unprofessional remarks which may further fan irrational emotions".

U.S. Senate panel to hold hearing on tech bill to combat China
Peter Thiel criticizes Google and Apple for being too close to China
WASHINGTON (Reuters) -The U.S. Senate Commerce Committee will hold a hearing on April 14 on a bipartisan measure to bolster U.S. technology research and development efforts in a bid to address Chinese competition.
The bill, titled the “Endless Frontier Act,” was first proposed in 2020 calling for $110 billion over five years to advance U.S. technology efforts and cosponsored by Senate Democratic Leader Chuck Schumer and Republican Senator Todd Young.
Senate Commerce committee chair Maria Cantwell said in a statement the hearing “will address potential actions to strengthen the U.S. innovation ecosystem, including increasing National Science Foundation research funding; growing and diversifying the science, technology, engineering, and mathematics (STEM) pipeline; improving technology transfer; and investing in regional innovation centers.”
Reuters reported the planned hearing early on Wednesday.

With the BCA expired, Biden wants to boost nondefense by 16 percent, to $769 billion. (Administration officials tout the number as 3.3 percent of gross domestic product, which is roughly equal to a 30-year average.)
“A chunk of this budget request, on the defense side in particular, is to pay for the pay raise for men and women in uniform, and then the civilians that support them; I think that’s something we could find support for on both sides of the aisle” an administration official told reporters Friday. “The focus will be on investments on nondefense, but also ensuring the Defense Department he can continue its strategic goals as we outcompete China, and as we ensure that the men and women in uniform have everything that they need.”
The overall national security top line of $753 billion includes $38 billion not earmarked for the Pentagon. While the budget document does not spell out where that money is going, a large chunk of that is traditionally tied up in the National Nuclear Security Administration, a semiautonomous agency within the Energy Department that handles nuclear warheads.

The United States on Thursday restricted trade with top Chinese supercomputing centers, saying that Beijing's growing efforts in the field could have military uses that pose dangers.
The seven centers or entities were put on the US government's entity list, which means they require special permission for exports and imports from the United States.
"Supercomputing capabilities are vital for the development of many -- perhaps almost all -- modern weapons and national security systems, such as nuclear weapons and hypersonic weapons," Commerce Secretary Gina Raimondo said in a statement.
She said the commerce department would "use the full extent of its authorities to prevent China from leveraging US technologies to support these destabilizing military modernization efforts."
The centers hit with the restrictions include the National Supercomputing Center in the eastern city of Wuxi, home to the Sunway TaihuLight, which was considered the world's fastest when it was launched in 2016 -- the first time a supercomputer took the rank without using any US technology.
The latest Top500 list, compiled by researchers to identify the most powerful supercomputers, as of late 2020 considered Sunway TaihuLight the fourth-fastest, with the top three in Japan and the United States.
Beijing hit back angrily on Friday, claiming that the US measures aimed to "curb China's development".

Australia on Wednesday cancelled two deals struck by its state of Victoria with China on Beijing's flagship Belt and Road Initiative, prompting the Chinese embassy in Canberra to warn that already tense bilateral ties were bound to worsen.
Under a new process in Australia, Foreign Minister Marise Payne has the power to review deals reached with other nations by the country's states and universities.

The 11-page Shipyard Act, introduced Wednesday, comes after President Joe Biden proposed a $2.25 trillion infrastructure package and Republicans made a $568 billion counteroffer.
The sponsors ― all from shipbuilding states ― pointed to both the economic value of the yards and how improvements would support a larger fleet to counter China’s growing naval ambitions.
Sen. Roger Wicker, R-Miss., is leading the legislation with Democrats Tim Kaine of Virginia and Jeanne Shaheen of New Hampshire; as well as Maine Sens. Angus King, an independent, and Susan Collins, a Republican. Rep. “As lawmakers consider ways to improve our nation’s infrastructure, the facilities that support our Navy fleet should be a part of the conversation,” Wicker said in a statement. “Congress has already taken the important step of committing to a larger Navy, but our shipyards are having trouble servicing today’s 296-ship fleet, and are clearly insufficient to maintain the 355-ship or larger fleet we need to counter China, Russia, and other adversaries. Now is the time to provide our Navy leaders the support they need to grow and preserve our fleet for generations to come.”
The bills are meant to cover improvements to shipyard infrastructure, construction of new dry docks and other items to enable shipyards used by the Navy to keep pace with the service’s needs. It would provide flexible, multiyear funding through the Defense Production Act, which could be spent at the Navy secretary’s discretion, to include:[ul]$21 billion to accelerate the Navy’s Shipyard Infrastructure Optimization Program, or SIOP, aimed at improving its four public shipyards in Portsmouth, Virginia; Kittery, Maine; Pearl Harbor, Hawaii; and Bremerton, Washington. (It would follow the $1.8 billion already spent on SIOP since 2018.)

China 'indefinitely' suspends key economic dialogue with Australia
Relations have been on the decline since Australia called for a probe into the origins of the virus and banned Huawei from building its 5G network.
Last year, China imposed sanctions on Australian goods like wine and beef.
In a statement on Thursday, a Chinese government commission accused Australia of having a "Cold War mindset".
"Recently, some Australian Commonwealth Government officials launched a series of measures to disrupt the normal exchanges and cooperation between China and Australia out of Cold War mindset and ideological discrimination," China's National Development and Reform Commission (NDRC) said in a statement.
Reacting to the decision, Australian Trade Minister Dan Tehan said it was "disappointing" but added that Canberra was still open to discussions.
Canberra has previously described the China-Australia Strategic Economic Dialogue as one of the "premier bilateral economic meetings with China".
China had previously already informally stopped ministerial-level communication between the two countries.
James Laurenceson, the Director of the Australia-China Relations Institute said Beijing's move appears to be extending that diplomatic freeze.

New submarine threat: Top U.S. general says China pursuing Atlantic naval base
China is moving behind-the-scenes toward establishing a major naval port on the west coast of Africa that would host Chinese submarines and aircraft carriers capable of projecting Beijing‘s military power directly into the Atlantic, a top U.S. military official warned on Thursday.
The top commander for U.S. military operations in Africa said Chinese officials have been approaching countries stretching from Mauritania to south of Namibia in search of where to position the naval facility.
“They’re looking for a place where they can rearm and repair warships. That becomes militarily useful in conflict,” U.S. Gen. Stephen Townsend said in an interview with The Associated Press.
Gen. Townsend, who heads the Pentagon’s Africa Command, added that China‘s military is already close to establishing such a facility in Djibouti, which is situated more than 2,000 miles away in the Horn of Africa on the Indian Ocean side of the continent.
“Now they’re casting their gaze to the Atlantic coast and wanting to get such a base there,” the general said in the interview.
The comments caused a stir among China watchers in Washington, some of whom said the American public should awaken to a reality the Pentagon has been quietly warning about for the past several years: Authoritarian communist government-run China is emerging as a global military power.

"Let's not honor the Chinese government by having heads of state go to China," she added.
"For heads of state to go to China in light of a genocide that is ongoing - while you're sitting there in your seat - really begs the question, what moral authority do you have to speak again about human rights any place in the world?" she said.
An independent United Nations panel said in 2018 it had received credible reports that at least 1 million Uyghurs and other Muslims had been held in camps in China's Xinjiang region. China Development Bank (CDB), a policy lender that finances high-priority government programmes, has earmarked 400 billion yuan (US$62 billion) of loans this year to support strategic emerging industries and advanced manufacturing, as Beijing accelerates moves to cut reliance on imported technologies amid trade frictions with Washington.
The pledge was announced days before the country’s political elite gather in Beijing for the annual meetings of the National People’s Congress and the Chinese People’s Political Consultative Conference, known as the “two sessions”, to spell out economic and development goals for 2021 to 2025.
“We’re selecting 100 leading companies in the field of technological innovation, and 1,000 firms along the upstream and downstream industrial chains and [will] offer them special financial services support,” said CDB chairman Zhao Huan at a press conference on Tuesday. “This year, we plan to arrange loans of more than 400 billion yuan for strategic emerging industries and advanced manufacturing.”
CDB is also infusing resources in China’s semiconductor industry amid the intensifying US-China tech war. Zhao said the China Integrated Circuit Industry Investment Fund “has raised 200 billion yuan and fully entered the investment stage”.
That amount is more than what Taiwan Semiconductor Manufacturing Co, the world’s largest dedicated chip foundry, recently budgeted for capital spending. The company’s capital expenditure this year is expected to reach US$28 billion, up from US$17.2 billion in 2020.

The pledge was announced days before the country’s political elite gather in Beijing for the annual meetings of the National People’s Congress and the Chinese People’s Political Consultative Conference, known as the “two sessions”, to spell out economic and development goals for 2021 to 2025.
“We’re selecting 100 leading companies in the field of technological innovation, and 1,000 firms along the upstream and downstream industrial chains and [will] offer them special financial services support,” said CDB chairman Zhao Huan at a press conference on Tuesday. “This year, we plan to arrange loans of more than 400 billion yuan for strategic emerging industries and advanced manufacturing.”
CDB is also infusing resources in China’s semiconductor industry amid the intensifying US-China tech war. Zhao said the China Integrated Circuit Industry Investment Fund “has raised 200 billion yuan and fully entered the investment stage”.
That amount is more than what Taiwan Semiconductor Manufacturing Co, the world’s largest dedicated chip foundry, recently budgeted for capital spending. The company’s capital expenditure this year is expected to reach US$28 billion, up from US$17.2 billion in 2020.
CDB’s massive funding support for hi-tech innovation forms part of a state-orchestrated strategy to reduce the country’s reliance on imported technologies, particularly semiconductors.It is an issue that has been aggravated by stifling US trade restrictions imposed against major Chinese hi-tech companies, including telecommunications equipment maker Huawei Technologies Co and chip maker Semiconductor Manufacturing International Corp.
“China lags behind the US in many areas, especially in semiconductors,” said Xu Hongcai, deputy chief economist at think tank China Centre for International Economic Exchange. “The top authorities have the duty to lead the country in making some breakthroughs in basic science research.”

WASHINGTON: The 2022 defense budget will see “probably the largest ever request” for research and development to counter China’s increasing military prowess, Defense Secretary Lloyd Austin told the House Appropriation defense subcommittee today.
Pumping money into new and emerging technologies has been a cornerstone of Biden administration messaging on the $715 billion budget. But the overall budget is expected to fail to keep up with inflation, a fact that has drawn sharp criticism from Republicans and quiet opposition from lawmakers on both sides of the aisle.
Testifying alongside Chairman of the Joint Chief, Gen. Mark Milley, Austin said the budget — which will be released tomorrow — will “see investments in missile defeat and defense. You’ll see a significant investment in our naval forces, long-range fires, and probably the largest-ever request for RDT&E for development of technologies.”
Austin and Milley declined share any details about specific parts of the budget, but the focus on emerging technologies will likely be a major theme this year and next as the Pentagon moves to retire old equipment and re-tool as the military pursues the new American way of war, All Domain Operations.
In 2021, the Trump administration requested $107 billion for RDT&E, which will be the baseline for any increases this year.
Milley added that President Biden’s first defense budget “biases the future, slightly,” over the present, but he said that he doesn’t see any one service taking precedence over another in the divvying up of money.
It was a much less dire assessment than the one he gave in December, when he predicted a budgetary “bloodletting” to build more Navy ships and fund modernization for the Air and Space Forces.
