Your diet plan will work, but its more suited for someone who's just an endomorph that walks around at a heavier weight. I know guys that workout religiously and are around 5'10-6'2 and they walk around at 240-250lbs. Obviously for someone like that they can go on starvation diet you've listed and will cut down nicely and still have a bit of size.
For guys that are just skinny fat or 'average' and walk around at a moderate weight they'll end up looking skinny.

Its as simple as cultivating a good dopamine reward cycle with your eating habits.
For example my one good buddy tricks dhis body into thinking that "Baked Cheddar Cheese Taco Schells" are real taco shells... he will eat like 5 with meat, salsa and cheese feel like he had the real thing but intake almost zero carbs for the meal and feel completely rewarded like he air actual carbs. Other brahs out here making cauliflower pizza that gives you a huge dopamine rush like real carbs. Its all just a mind fuk SRS

Wished it was that easy but to be honest in my experience with large deficit diet ,it sucks a lot I've lost 20 pounds since November and still no where near 12% and I was at 25%+ bodyfat
