- balance of power between the individual and the group and between small groups and an overlaying large group
Possessing a very large data set [facts, history, patterns, etc.] and having super fast processing speeds can only take you so far.To create an AI capable of making the types of evaluations that a competent human needs to make will require some very intelligent thoughtful humans and a development period in some way equivalent to that of a human.

A melding of man and machine[giving humans access to more data and higher processing capability]is probably a lot more practical, but should still be approached in a very careful and thoughtful way.

IMO we need to "fix" humanity's repeating negative psychological/emotional patterns and there should probably be some sort of bar that must be passed in those area before an individual is allowed to "upgrade" via an artificial increase in intellectual ability.

If most humans as a whole grow out of most violent crime by age 25 then that seems like a good stab at a minimum basement level. Meaning thatmaybe people could begin "applying" to upgrade after their 25th birthday.

I don't think that the US founders were wrong with their assessment that someone should be 35 before being eligible to be President.I would be okay with 35 being a usual age and 25 being the earliest age for exceptional individuals.

But if the "exam" is well designed most people wouldn't make it before age 50 and some people may never be psychologically and emotionally healthy enough to be trusted to use such excess capabilities in a thoughtful and beneficial way

No. And I dont agree with that poster's sufficiency condition for consciousness either.

Whatever consciousness even means, if we take it to mean some kind of self-awareness, look at that video. Do the blues start moving the ramp into their enclosure because this strategy results in success? Yes. But no one thinks the blues (the AI) is 'happy' or reflective after having successfully done this, that is just silly. It's not aware and doesnt feel anything. There is almost certainly some kind of biological mechanism involved, which of course the computer doesnt have.

Wouldn’t you say self awareness and consciousness are one and the same?

True AI is independent thought process and I would say also a key characteristic would be “fear of death”, how we would be able to tell is another story, because you can obviously program self preservation into a machine.
