Here is the thing. Sure, it's a fast missile, but still a projectile that is slow compared to a laser. Russia wants to act arrogant about their nuclear capability but they know that if they launch so will we. They won't do it.
Here is another example of Russian arrogance or boasting. When discussing Russia's tank fleet, they said their tanks were durable while US tanks couldn't maintain a real war, that their tanks were made for the battlefield, not the testing field, or something like that. That turned out to be a lie.
Russia claimed that although their tanks were old, modern upgrades including their advanced active/reactive armor system would make their tanks impervious to US systems including the Javlin and Hellfire. Not only has the Javlin had no problem what so ever doing one shot, pop the tops on Russian tanks but their modern armor systems aren't even able to stop most RPG's.
They said there missile cruiser was one of the most formatble in the world. Argued it's durability in battle conditions. Two hits by medium missiles that aren't anything impressive, and now it's at the bottom of the Black Sea. What's worse is the pics it was not hit below the water line. It caught fire and they were unable to get it under control, which tells you the systems on the ship are a failure.
Their cruise missiles that they claimed are even better than the tomahawks have proven not to be very good. Russia has claimed to have some game changing weapons that have done nothing but fail.
