We were there in May. Stayed in the Garden District and every Uber driver told us not to walk ANYWHERE. We did walk to a restaurant and went past a few alley's and you could feel the sketch in the air.

I was born and raised in Jackson - spent the majority of my life there.
Jackson has become resegregated like crazy. Although the city of Jackson is 70something% (or maybe about 80something%) Black, the Jackson Public School system is like 98 or 99% Black. The whites go to private schools (a couple of which are somewhat integrated like St. Joseph's or St. Andrews - the latter of which was formed pre-segregation) or have left the city. There are 2 or 3 public elementary schools with a few whites in them, 1 or 2 public junior high schools with a few whites in them, and then basically only 1 of their 7 public high schools (Murrah) with a few whites in them. I was one of those white kids in the early 1990s. My senior class had like 4 whites in it out of a class size of 70. The class size was about 100 in the 7th grade. My school was a combined middle/high school. So, either 30% dropped out or transferred out. BUT BUT BUT For the 5 years I went to that middle/high school, maybe 2 or 3 fights happened a year. Never a gun in any of those fights. Hardly ever a knife, either. Just fists. I remember hearing something about a knife incident in the bathroom at the high school closest to mine when I was either a Sophomore or Senior.
The Jackson Public School system has a population of around 30-35,000 students. 98 or 99% of them are on free or reduced price breakfast/lunch. That's like saying there are only a few hundred black families in the city out of tens of thousands of black families in the city who have an income that is lower-middle class. Althought that doesn't take into account the blacks that are in private schools like St. Joseph or St. Andrews, so maybe 1 or 2 thousand black families out of tens of thousands who actually do slightly better than just scrape by. Still...pretty bad.
The few whites left in Jackson are NOT "insanely wealthy". Most are solid middle class or uppper middle class. Perhaps a few percentage or so of them have in the tens of millions or hundreds of millions of dollars. I'd be surprised if there was a single billionaire in the city. Maybe one or two. Barely.
Jackson's population peaked in the 1980 census with just a little over 200,000 residents. Since then, the population has fallen by about 25%. Most of them have crossed the county line going out to either Madison or Rankin counties to the satellite towns of Ridgeland, Madison, Pearl, Brandon, etc. One thing that is absolutely crazy is that Madison County is the ONLY county out of 80+ counties in the state where the average income is higher than national average.
Yes, most of the 25% population decrease over the last 40 years is white flight. A huge part of the tax base left the city, and the city infrastructure really reflects that. The roads are bad in many/most areas of the city with potholes galore, even downtown. This is true even in much of NorthEast Jackson which still has some solid middle-class or even sort of rich white families in it. Also, there is the Water crisis in Jackson that has grabbed national headlines lately.
There are signs of people trying to bring back the city. The biggest eyesore for decades in the city was the King Edward Hotel which was derelict for decades. For years and years and years people would talk about bringing it back or demolishing it. Most thought it would never be brought back or demolished - that it would continue to be a magnet for crime and homeless squatters. It was finally purchased for nearly $100 million around 2009 and was completely and impressively renovated by the time I moved back there for a few years in 2013. The biggest single investor, IIRC, was Deuce McAllister, a former NFL player for the New Orleans Saints. I could swear that I read that he attracted some trouble soon thereafter (conspiracy to bring down a successful black man who is trying to help Jackson?), but I just checked his Wikipedia bio and as of now, it doesn't say anything about that. It says some things about some bad drama that happened to him beforehand as well as his car dealership in Jackson having major difficulties about that time, however that's hardly surprising considering the overall economic situation in Jackson. Anyway, the King Edward has been brought back, and Capitol Street, which is the main West/East street in Jackson has also been revitalized and new businesses have been popping up in it in select parts. A company or two has relocated from elsewhere bringing a hundred or so employees into Jackson with many living downtownish. Surpising. A tire plant went into the city a few years ago, last I heard, so that should have given a decent-sized fraction of people there new hope with jobs that paid at least halfway decently (by Mississippi standards, anyway). The Fondren neighborhood and business district is a bright spot that is fairly integrated and is probably the most diverse neighborhood in the whole state because of the gigantic University of Mississippi Medical Center (a huge, huge, huge teaching hospital) which attracts quite a number of South Asians, East Asians, and also other minorities, as well as homegrown whites and blacks.
Jackson's murder rate for all cities in the U.S. with over 100,000 population, of which there are a couple of hundred or so, has long been in or around the top 20, sometimes in the top 10. A few years it might have outranked New Orleans in that very tragic way.

Once in school I got a black eye (from a guy I never hit back - I ran), but I did kind of step in it a little bit because I verbally got back at him for talking about one of my best friend's mothers, so I can't say that I did absolutely nothing to provoke it.
But think about it. Blacks being aggressive only towards other blacks, practically never against whites. What does that tell you? Are they afraid of the whites and not each other? Since they actually can be very nice as a rule towards a large segment of the city, maybe they are "nice" to each other in the homicide department and most of those homicides are "mercy killings", so to speak - ?
Hey, I can speak pretty authoritatively since I lived there for the majority of my live (over 20 years), was "in the mix" and not separated like most white kids, was pretty observant, and am not exactly a dummy.
Jackson's problems are due to larger socioeconomic forces that are brought down to bear on the city, as well as many whites wimping out and leaving. This is true for a number of other cities in the country with socioeconomic structures and situations similar to Jackson, although Jackson is just about the worst. Some time back I think in the first decade of the new millennium, the city of Birmingham, Alabama (whose metro area is one of the largest in the South and 2-3 times larger than Jackson) actually filed for bankruptcy.
