DeSantis isn't asking for an act of Congress. He is asking for funds that are allocated for such things to be used, as intended, for a natural disaster.
As a NC brah, was always sick of hearing about 'Sandy'. We get hurricanes almost every year, sometimes several a year. Each one of those doesn't result in Congress passing a law and spending more $$$.

Here's DeSantis' own words about the bill he voted no on. Has nothing to do with the excuses people are making itt:
I sympathise with the victims of Hurricane Sandy and believe that those who purchased flood insurance should have their claims paid. At the same time, allowing the program to increase its debt by another $9.7bn with no plan to offset the spending with cuts elsewhere is not fiscally responsible.
Congress should not authorise billions in new borrowing without offsetting expenditures in other areas. If a family maxes out its credit cards and faces the need for new spending, it is forced to prioritize by reducing its spending in other areas … this ‘put it on the credit card mentality’ is part of the reason we find ourselves nearly $17tn in debt.

I don't think you're taking any of this in context. Sounds to me like DeSantis opposed the passing of a bill that would not be financially sensible and to say he was opposed to helping fund Hurricane Sandy victims is a gross mischaracterization of his stance, especially given that he's asking for federal aid already in place and allocated for such events.
Apples and oranges, unless I'm missing something here.

From what I can discern, it sounds like he voted no on a bill that would make ppl whole who got screwed by insurance companies due to some technicality. Not an overall disaster relief bill.
Also, can you explain the rationale behind "owning" ppl who happen to have a republican governor by LOLing at him seeking federal disaster relief funds when (a) that is exactly why those funds exist and (b) they just experienced an insane hurricane with probably like $40 billion in damage?
