Some are pretty ruthless. I work in IL and they park on the side of the road in a nice rental asking for money for gas. Theyll say they were on the way to the airport or to a funeral and just need a few bucks for gas. In exchange they’ll give you jewelry as a ‘reward’ for your kindness only to find out it’s fake later.

I just always tell them "sorry, I don't carry cash" and continue walking right by. And honestly 90% of the time that's true. There is hardly a need to carry physical currency anymore and the sooner no one does, the sooner we can eliminate beggars begging.

What's the difference between panhandling at X main Street America, and you havging the choice to give or not...vs..
Ukraine, Israel, Saudi Arabia, etc panhandling... only if you don't pay taxes, you go to prison?
