Take it a vet, tell them you found it abandoned near your apartment, be clear that you do not consider it your pet or want to claim it as such, and ask if they'll give it a brief check for medical issues without charge. Go to a vet you have, or have been a customer at in the past to increase the odds of getting that kind preferred treatment by them.
If it turns out it has a serious medical condition, sorry man, but hamsterbrah is just chit outta luck. Zero chance it'd be worth trying to save a hamster with a bad medical issue beyond doing the basic minimums and hoping for the best (i.e. hamsterbrah probs needs to just hang it up and go towards the big spinning wheel in the sky like another miscer already said). If it is actually just it's big huge balls or something super cheap and easy to fix, you can consider getting it taken care of and taking it to a local pet shop to see if they'd take it as an animal needing adoption.
Gotta remember brah, hamsters only have like a 2 year lifespan. That doesn't justify the asssshole who abandoned the poor thing obviously, but my point is that you need to keep that in mind when trying to save it. For all you know, that hamster could already be elderly at like 1 - 1.5 years old and be a matter of a few months away from kicking the bucket regardless of what anyone does about it. So be realistic in that sense.
Lastly, if you do drop it off at a pet shop, I can't stress doing it at a local one enough. If you take an unwanted small pet like a hamster to a chain pet shop like Petco/Petsmart, he's probs automatically toast even if they did take it. If left at the vet, the vet will 100% guaranteed put it down unless a random vet employee decides they want to take it home, which they probably won't because they already have to deal with that type of chit every day at work and most likely don't want random unwanted pets being dumped on them. None the less, leaving at the vet (if they let you) would probably be its best option if it is legit really sick and gonna die soon anyway.

also who says anyone abandoned it, hamsters will run away if they get out the cage. They always used to have pet hamster in the classrooms in elementary schools. Theyre only partially tamed animals. It can probably survive eating grass seeds and chit.

The cliffs are - unfortunately, you're legitimate options are very limited because hamsters only live for 1 - 2 years as a normal lifespan. That means no one in their right mind is gonna go to extreme measures trying to save them when they seem to have a bad medical issue. Do the basic stuff I suggested, and you can feel good knowing you did your best for hamsterbrah.
A last option would be keeping it yourself and letting it be your pal for awhile until it crokes, if it's a viable option in the first place for you. Hamsters are stupidly easy to take care of, especially if it had all its supplies with it. But understand that they do kinda reek.

You can tell a lot about someone by observing how they approach a situation like this, and for that, I will rep you OP.
If you turn to ******** or next door, you will easily find someone that will take it since it comes with a cage.
If you call an animal hospital, they will suggest putting it to sleep.

I took him to that animal hospital I mentioned. Unfortunately they were still going to charge me the $110 exam fee so I had to pass. Whatever it is would still require some high $ surgery. They did refer me to yet another rescue, and that's still 25 miles away. I'll think about it but I still have a relative that will take it.

I also do not know what the cost would be for a hamster. #2. I would have to have the exam paid first. Not sure how much interest I'd get to do this.
