It's mandatory to vote, and those votes were for the most part void because they were blank or null. Despite it being mandatory though and there being fines or potential fines, 20% of people didn't even go to the booths.
The question of how do you get that many who didn't vote is because 80% of the fkn country voted. 5.7 million is 5% of the voting populace.
