He should lift and bulk up. Among other things, some aesthetic traps would help him out. I also agree with others who said that some facial hair and a better haircut would help. So would some adult clothing. The really asymmetrical face is definitely a disadvantage, but as some of the photoshopping efforts in this thread have shown, there are some things he could do to minimize how noticeable that is, and an aesthetic physique and good clothes would draw attention away from it or at least make it less of a concern for women.

Of course he could, he doesn't have any obvious deformations.

- Improve skin quality/get a slight tan
- Grow facial hair
- Go work out and get a man's body

Yes he has a bad starting base but he can possibly be a 6-7 misc standards by growing a FULL beard, packing in muscle to make his neck look bigger, tan, get a better haircut that would suit his narrow face. Beards do magic to ugly men
