100ft of 6/4 electrical wire is about $700 so i hope their stove, dryer, and hot water tank are close to the breaker box.
No existing buildings are affected.
There are plenty of good arguments against this, not sure why you're making this one about retrofits.

It was in the proposal you could not replace gas appliances up until last week but was dropped during budget negotiations.
do you honestly think they will just give up and not try again?

they 100% plan to ban all gas appliances in NY ASAP.
