Blacks dominated the 1990's. Ken Griffey, Barry Bonds, Tony Gwynn, Albert Belle, Frank Thomas, Kenny Lofton, David Justice, Fred McGriff, Kirby Pucket. Not many great pitchers though. I think towards the end of the 90's there were two things happening: Latin Americans started entering MLB and basketball/NBA started getting more popular with inner city kids. Those two things started to decrease the number of blacks in the MLB.

A big factor is that baseball became a lot less popular with blacks. Baseball was still the biggest American sport in the '70s. Since then it's become seen as a boring, uncool sport. It's become less popular with whites too, but with blacks the decline seems to have been larger.
