Not sure why Kim Jong Un is willingly showing public displays of weakness. This is actually the 2nd time he's cried in public. The first was a few years ago when he publicly admitted the failures of some of his policies and apologized to the country.
Neither his father nor his grandfather would ever display weakness in public like this.
