Let them do what they want with multiple unit condos etc. This would get some firms out of the single family home and into the multiple housing arena which would have the direct benefit of creating more affordable housing units.
Increase the capital gains period from 2 years to 5 years (except in the scenarios of career relocation and health deterioration). This would curb a significant amount of flippers.

But keeping families from being dirt poor e.a. rentcels, puts less strain on the system. If homes were more affordable, do you think we'd be having this conversation? Do you think a $25k fund from tax payers would be needed?
But alas, we're at this point and something needs to be done, or else more strain on tax payers.
Your other points I 100% agree with and I've known for the longest firms like Black Rock were buying up single family homes.
