You need to reserve a pool of fiat money or bitcoin spread amongst different exchanges to take advantage.

Say you have an account on both Gemini and Coinbase and you see a spread of $2000 with Gemini being the lower of the two.

You use your reserved dollars on your Gemini account to scoop up bitcoin at the lower price and sell your pool of bitcoin on your Coinbase account.
Both transactions can be done almost at the same time if you have multiple windows or monitors open.

I'm treating this new range with similar rules to the past one.. as long as its within bounds we are consolidating. As soon as it has a close above or below a new direction is set. If above I think its likely we see another parabolic run maybe of a greater magnitude than this morning (each run seems to be slightly bigger). I just really enjoy it now and I'm managing to keep panic and emotion on the sidelines. It helps that I could lose 75% of it and still be playing with the house's money.
