It's not a simple solution, but with the homeless, for example, my solution would be to give them every resource possible to get off the streets, but put them on a timeline. You get three years. You get rehab if you need it, a job, even UBI for the period of time so you can live like a normal person. All you have to do is not do drugs, take your meds if mentally ill, and contribute to society in some meaningful way. Even volunteer work applies.

If you get to the end of three years given all that and haven't changed, well then, you're not going to. So you get euthanized.
