No they usually don't. I'm a good looking guy but I'm socially awkward and usually have this angry face when in public but I'm not really angry I guess it's just an innate defense mechanism because I'm typically uncomfortable in social situations. I'm not always like this sometimes I'm more comfortable and have a calm face or a slight smile and I've caught a few genuine smiles. However when I have that resting bitch face on and look at a girl the most I will get is a fake forced smile at me.

not very often but often enough i can answer yes to this question unproblematically. when i initiate smiling they all smile back but, i suppose it would be unusual if they didn't. i am also a regular looking guy of slightly below average height.
