Not for everybody. Some people with naturally lean faces look 10 years older/like skeletons at 10% BF.

My face usually looks about the same, maybe a little better when I'm more lean. Although if I'm too lean (Hasn't happened in years) it looks gaunt

Yes. Virtually everyone will look better down to a certain point, then it becomes more individual. Some look best at 15%, 12%, 8%. Beyond that pretty much everyone starts to look sickly.

Anyway heres what it seems like to me: if you're over-weight it almost always helps, if you are not overweight and you are trying to lean out it normally but men more than women, and too lean it actually makes it worse. I don't like how my face looks below 17% bodyfat I look old and tired.
B:185 S:295 D:345 @ around 130.♀
130 strict press @ 129.
17 strict unbroken dead hang pullups - will make it 25 by the end of 2017.
1rm pullup: + 60lbs for sure, 70lbs chin to the bar not sure if above - will make it 90lbs by the end of 2017.
