In my state if an unmarked off duty cop even touches you you get $150k + whatever a jury adds on if you actually take it to court.

Here in CT when I was like 17 I was driving to a concert doing a nice 70-75mph in the left lane.
Out of nowhere what looked like to me was an unmarked police car comes flying right up my ass (no homo)
I slow down because theres no reason for that, dont let him pass. At this point I dont know if its a policeman or civilian in an old cruiser.
Let him pass and then re-enter left lane and speed up back to my speed and Im 1 car length behind said cruiser.
He lets me pass, then enters my bunghole again, I let him pass.

This happens again, once I pass him lights start flashing everywhere so I pull over.

The ******* had his wife and kids in the car, unmarked, in plain clothing.

Off duty, complied, muttered bad remarks under my breathe when he left, went to court, fought it and won.

The two biggest issues here:

1) The contempt of cop which caused the officer to react irrationally, including approaching the vehicle unsafely, trying to pull the scumbag suspect out of the vehicle while he was seatbelted in, and repeatedly punching and kneeing the suspect (which I could understand if he was refusing to exit the vehicle and actively resisting, except he was seatbelted in and appeared to be attacked by the officer before he could get out of the car)

2) The scumbag suspect, who foolishly threatened and taunted cops, even trying to hit them with a vehicle, then thinking it would be all good when they caught him

The cop should be disciplined and it put into his file. The scumbag suspect should be sentenced to jail, no questions asked.

You think it's a growing concern but the numbers are normal for any country over decades, it's just now with the internet, iphones and better surveillance, it's picked up more and publicized more. They aren't going to report the 10000 cases of a COP helping/saving someone that day, they are going to wait for a bad seed and report that, painting a picture that this is common. Unless you live in countries like Brazil you've got nothing to complain about. Even with the "brutality" videos, I find at least half of them have a backstory not told. For example the guy had just committed armed robbery, but the video will title: "Crazy Cop Shoots Black Guy".

Even still, bad cops need to be punished, but don't fall for the hysteria that it's some epidemic and happening every second. You always get low income and low intelligent people from first world countries coming out of the shadows in any cop video: "FUK THE POLICE KILL THEM ALL!". Ok then, you all move to a country without law enforcement and tell me how it goes.

Am i understanding this right? that the cop who beat him down wasnt even the one who was in the altercation? Because it seems the cop doing the beating was on duty, whereas the story says the altercation a little bit earlier was with a cop who was off that day?

Reads like it was the same cop, Joswiak. He just put that vest on for the arrest

So basically you can send cops video of someone road raging at you, "Sorry, nothing we can do. There's two side of every story"
But if you road rage with an off duty cop, he gathers his coworkers, pulls you over and beats you, then go through your car with a fine tooth comb to find whatever else they can charge you with.

Don't road rage, you never know when the other guy could be a cop

Exactly, so next time someone road rages at me I can call the cops and have the guy beat up?
If I call the cops about some guy road raging, they would either do nothing about it or if they actually happen to pull the guy over they would probably just question the guy and let him leave.
