All I can say is that with those numbers.. You should at least some form of muscle. Like others have said, dial in your protein, make sure you're sleeping enough and stop solely focusing on strength.
I trained for strength because I had the same mindset you do.. If I could bench 315 my chest would have to be big right? Wrong, I'm currently at 225x10 and still got a poverty chest, but it didn't start improving until I ramped up the volume and actually trained with a bro bodybuilding style. I'm talking supersets, dropsets, slow controlled form, etc. Do I still train for strength? Absolutely, but its not my sole focus now. Muscle growth is all about volume added over time. Strength will come as a byproduct. All else fails, get yourself to an endocrinologist. If your t levels came back low then that could definitely inhibit you.

Like most people here said - Stop following starting strength. Stop doing CICO or IIFYM, eat actual food. Drop the whey and sups - get your nutrition through actual food. Up your cals, up your you volume, lower the weight. GVT, or 20 consecutive reps of lower weight, not fully extending.

You need to cut.........and I mean farther and longer than you have in the past. Don't let the scale mess with your head. At some point, probably around 180, you'll look in the mirror and think that you are way too skinny. Keep cutting. The illusion of bodybuilding is a wonderful thing, once you reach a certain bodyfat level you'll look bigger even though you weigh a lot less. Cut until you reach that point.

I'd say a piece of it might be psychological as well. Some people lift with their egos. I've seen people do dumbbell flies with 50s like ****ing morons lifting with their arms... muscle-mind connection know what muscle you are training at the moment and lift with it. remember the queues, (squeeze pencil between delts when working back, contract pecs to move weight together when doing DB flies, etc)
it's hard to explain but it works

You must not do any accessory exercises or something to achieve solid numbers on the big lifts with such a lacking physique.

Don't worry about muscle loss either, that will come back quick enough.
Hit the HIIT cardio hard and lift to try and maintain/reduce muscle loss. But focus on sweating your balls off melting that fat away for the next few months.
Eat in a substantia deficit.

you most likely eat like garbage, you do 531 which will get you nowhere physique wise.
eat better and do more volume and rest more. get a good workout in, don't just go through the motions.

this is a marathon not a sprint, take a few days to think it over and start cutting, this is a setback but it is not the end. Write down all the things you've been doing and focus on the ones that you think aren't working, be it routine, poor sleep/nutrition... and fix them. GL

edit - You're on starting strength? ... sorry imo that's a chit program. Get on the AlphaDestiny Novice Program or Fierce Five ... At least it balances itself between compounds and isolations (powerbuilding routines , so you have a mix of high and low reps for exercies)
