So you're using the most extreme example in this country to represent the entire nation, that's cool bro. That's just what California and their liberal policies get you... Here on the east coast you might see the occasional homeless person in downtown asking for change but you'd never actually see tents raised on the side of the road like that, much less a whole colony of them.

The voters are inept becasue they belive the feel good chit the politicians spew to them out here, but the politicians are well aware of what their policies will bring. They play dumb for deniability and other reasons, but theyre absolutely doing the bidding of their handlers.
They're actively trying to destroy CA, to break it down into mass poverty. They believe they'll be insulated in their ivory towers when the state collapses, and the riches they've siphoned out along with all the favors they've done for their handlers will protect them.
I'm convinced, and no one can change my mind. If you look at the actions they take in CA, the policies the push and enact, the ONLY logical conclusion is that they want the state to fail. They want it to fully become a welfare state and dependent on the govt for sustenance, there is no other conclusion that makes sense. We've passed the "they're doing it to please voters ad make themselves feel good" into these people are clearly doing these bad things for a reason and are well aware of where the state is heading territory. If you dont believe me, skim over the laws and regulations that theyve passed and are still pushing for over the last say 10 years, the truth will jump out at you (if you can think logically).

But liberals are responsible for the problem to get so out of control in their individual city/area. Here are a few laws that are already in place/commonly in place that could be strictly enforced to make being a drug addict/vagrant in an individual area very unpleasant.
-Drugs/paraphernalia
-Loitering on private property (of ANY business where they aren't actively conducting business as a customer).
-Loitering on a side-walk/roadway. Or constructing a tent on a sidewalk/roadway. (Obstructing the flow of foot traffic/traffic).
-Being told to leave any area and refusing to comply.
-Urinating/defecating in public.
-Begging
They commit any of those offenses ^ and they can be arrested and jailed. With only the clothes on their back. Every single thing they own is now 'abandoned' property which can be disposed of. Obviously you can't hold them forever. But you can rejail them for any of the above offenses ^. And again dispose of whatever property they left lying around. If literally everything you do as a lifestyle gets you jailed and you lose everything you own. Its only a matter of time when they offer them a one way bus ticket to another city as they are being released from jail. They GTFO the area. And now, you've pushed the problem out of your area.
All it takes is a zero tolerance policy towards vagrants. The laws are already in place. The police would be more then willing to enforce them. This is what happens in places that doesn't want homeless everywhere living in tents, shooting up, begging, etc.
